Meeting called to order: 7:15

Milton Mills Recreation: David Aubert gave a presentation to the commission with some purposed ideas for some recreation areas for the town of Milton Mills. Dave would like the commission to approach the town selectman about purchasing the lot that at one time was the future site for the new fire station. The owner of the land has been approached, and David feels that if we were to acquire this land we would have to move on it as soon as possible. There is also another site that David would like to see have an overgrown tree removed from, to provide an area that could accommodate 3 – 4 benches to provide an area where people could come and sit and enjoy the outdoors. Jim Culverhouse will approach the selectman about the tree removal and what would need to happen next to purchase the land for a purposed basketball court, tennis court and skateboard park.

Beach Revenues: The commission reviewed the expenses and revenues for the 2004 beach season.

 Budget: Lisa and the commission reviewed the budget and discussed revisions that might need to be made for next year.

TV & VCR/DVD Equipment: Parks & Recreation recently purchased a 51 inch, High Definition television set and a combination DVD/VCR player for the Emma Ramsey Center. This equipment will be used for future programs and the summer camp.

Summer Camp Tuition: In order to keep the camp soluble the commission will have to increase the tuition fees for the summer camp for next year. The purposed increases will be as follows

Non-resident campers - $280.00, local children $200.00 for the first child, $150.00 for a second child and $125.00 for any additional children. This fee will be for seven weeks of summer camp. Although this is an increase, this is still a very reasonable charge for 7 weeks of camp.

Upcoming Events: Lisa has several program in the planning stages. Some of these events are an afternoon dance class, a teen bead workshop, the employee dinner and the town Halloween Party.

Employee Dinner: Jim Clark made the motion to have an entertainer at this years employee dinner. Karen & Lisa have an entertainer in mind, and they will be making contact with her to see is she will be available. The purposed date for this dinner will be December 13th, providing the dinner site is available on that date. The doors will be opened at 5:30 and dinner will be served around 6:00. The show will begin around 7:15. Lisa will be in charge of getting a head count for the dinner.

Town Halloween Party: This years Halloween party will again be held in the Nute Library Community Room. We will again be serving soup & sandwiches and some Halloween treats. We will be having a night-long costume contest with trophies to be awarded. Lisa and Karen will be hosting this event.

Winter Carnival: The date for this years winter carnival will be February 11th, 12th, & 13th. The Milton Winter Carnival Committee has not began to meet yet, but should be starting soon. Karen will contact the Tim Theriault Band to see if they are available for this date.

Basketball: Lisa is starting to organize this years recreation basketball program. The commission discussed contacting the coaches at the high school to see if they would be interested in running a basketball camp for the younger students over February’s school vacation. Lisa is also going to inquire if there are any older basketball players that would be interested in mentoring to some younger children and helping them to develop their basketball skills. A program like this existed a few years ago and the commission would like to see this program brought back for the kids.

Loss Prevention: Lisa reviewed a letter that she received from Primex (N.H. Public Risk Management Exchange). Primex felt that some issues needed to be addressed, and many of them already have been fixed. Lisa will be completing everything on their list and sending them a response.

Backstop Repairs: Jim Culverhouse made the motion to expend $1250.00 for the repair and upgrading of the backstop at Lockhart Field. AAA Fence will be doing the work. Jim Clark seconded, all in favor the motion passed.

Changing Stalls: Lisa received a few complaints at the beach this year about the lack of privacy in the boys bathrooms. Lisa purposed adding 4 new changing stalls to the boys bathroom the commission agreed that this was something that needed to be addressed. Lisa will move ahead with getting these stalls built.

 Electronic Scoreboard: Bob will be putting in the footings for the new electronic scoreboard in preparation for the instillation of the sign next spring. Although we already have the sign, the commission felt that it would be better to wait until spring before we put the scoreboard up. The commission discussed with Lisa where they felt the best location of the board would be.

Arts in the Park: This years “Arts in the Park” program was well received. The total expense for this years entertainment was $1650.00. The commission will run this program again next summer. Karen will set up the entertainers for next years performances.

Meeting called to order: 6:40

 Motorcycle Expo: Lisa is going to have a few of the motorcycle posters laminated. She will laminate 12 of each posters and flyers. She will also have 25 posters printed on card stock. The commission discussed having a “blessing of the bikes” at this years Expo. Dave Maleham was discussed as a possible minister along with pastor Arnold from Nute Chapel, Lisa will be contacting them.

Beach: Lisa has hired a temporary maintenance guy for two weeks to help her prepare for the opening of the beach. This will help get everything ready for the opening on Memorial Day weekend. There are some plumbing issues that need to be addressed in the bathrooms. The commission discussed   putting up some sort of safety gates on the four bathroom doors. The doors have been continually being kicked in to access the bathrooms when they are locked and the beach is closed. The beach will be opened this weekend for seasonal boat launching.

 Scheduling for grounds: There has been a lack of communication between coaches about schedules. Steve Gagne will be addressing this issue.

Current Recreation Activities: Lisa is working on organizing the summer camp, golf, Hershey Track, after school program at the elementary school, Senior’s luncheon, and the Motorcycle Expo. She has also contacted the Meals-On-Wheels Program about becoming involved with the Senior’s Luncheon Program.

 Baseball fields: Fields are still not being dragged. Lockhart has been left open, and the lights have been left on. Steve Gagne has spoken to the coach about this already, but will address it again.

 Beach sign: We got the quote for a new beach sign from Tom Drew. The quote to build a new sign is $1,100.00. The current sign is in desperate need of repair.

 Teneriffe Award: The commission discussed this years award, and this

years awards will be given to Kayla Gagne and Kristina Taylor.

 Beach Staff: The commission went over the list of potential summer employees, and selections were made. Lisa presented the commission a list of her recommendations based on her review of all the applications and her interviews. She will be contacting the prospective employees this week.

 Bands at the beach: The commission discussed possible dates for live band performances at the beach for this summers “Arts in the Park” series. The four dates that were discussed were July 10th & 24th and Aug. 7th & 21st. Karen will be contacting two of the bands that performed last year to see if the can play again this year. The commission has decided to change the time the bands will play to Saturday afternoons so that more people can enjoy them. Lisa Huestis will be contacting Rock of Ages to see if they will be able to perform on one of the dates. The three children’s performers are all scheduled and will be performing on July 7th, July 21st and Aug. 4th at 10:00 am at the town beach. With the alternative site being the Emma Ramsey Center.

 Summer Camp: The commission discussed raising the price of admission for the summer camp program. There was a $10,000.00 difference in the amount of grant money that we received for this summer’s program. In an effort to make the camp more self-supporting, a motion was made by Karen Brown to increase the cost of camp for Milton Children to $175.00, and to increase the costs of non-resident children to $225.00. Jim Culverhouse seconded the motion. All commissioners were in favor and the motion passed.

 Meeting called to order: 6:35

 Grounds maintenance: Stone dust has been added to the field. Some areas are wavy some work still needs to be done. Steve Gagne would like to see the commission turn over the maintenance of the ball fields to the town public works crew.

 Jim Clark makes a motion to take $2,500.00 out of the equipment purchase line (741) and $500.00 from ground maintenance line (725) to cover the cost of the new lawn mower & weed whacker that the town recently purchased. (2nd) by Jim Culverhouse. (motion passes)

 Jim Culverhouse makes a motion to move $1,000.00 out of part-time salaries line (120) to purchase safety netting to be used at Three Ponds Park for safety reasons. (2nd) Jim Clark. (motion passes)

 Steve Gagne will be speaking to the school officials to see if they would be willing to help with this purchase.

 Motorcycle Expo: June 26th is the scheduled date of this years expo with June 27th as the alternate date in case of bad weather. Lisa needs to give Meredith Harley Davidson a check for the balance of this years bike.

 Jim Clark made the motion to pay off the remainder of the motorcycle (2nd) by Jim Culverhouse. (motion passes)

 Jim Culverhouse and Steve Gagne would like flyers to start circulating as soon as possible. Tickets are starting to sell. Tentative entertainment for the day will be the Rog & Ray Band, Rock of Ages and Bang ‘n Jane. The possibility of having a “blessing of the bikes” was discussed. Dick Arnold and Dave Maleham could be contacted for such an event. 

 Vinyl Siding: Bruce Corbin has given Lisa a price quote of $1,850.00 to completely side dugouts, concession stand and bathrooms at the field. He will remove all trim and put up vinyl trim instead. He is available to start the work by this weekend.

 Jim Clark made a motion to approve the $1,850.00. Jim Culverhouse (2nd)

 Beach Sign: Tom Drew fixed up the sign at the beach. He recommends that we firm up the sign, because it is starting to show signs of wear and feels that it needs work at this time. He will get back to Lisa with a price for services.

 Advertisement Signs: Lisa is going to send a letter to all the sign holders at Three Ponds Park & Lockhart Park requesting advertising fees for this year. The price of a sign at Three Ponds will be $50.00 and $25.00 for a sign at Lockhart.

 Men’s Senior League: The men’s senior baseball league has expressed interest for reserving Three Ponds Park field for 10 upcoming dates. The price of the field rental will be $35.00 per field use. Lisa will draft the paperwork and let them know that the commission approved their dates.

 Lisa will ask Chris for information on CDBG funds for a second floor on the changing building at the beach ($50,000).

 Emma:  Plans started to build Recreation Office, suggest removing sheetrock around stairs to provide additional storage space. Internet wiring to the building will not cost the Town per the contract with Metrocast.

 Fields: Need to be fertilized and limed, maybe sawdust on open dirt areas at Lockhart? Contact Raybo for siding 652 – 4761 at Lockhart – get square footage & check around, maybe get discount price for left over stock, also need to repair some boards.

 Make contract for use of softball pitching machine.

 Easter: Buy candy, “throw-away” camera, plan events based on last year numbers.  Hold at the beach?

 Hiring: Mail information to all counselors and gatekeeper with hours, rate of pay. Post positions at the school in teacher’s lounge. Bring counselors before the Rec Commission before final hiring approval/acceptance.

This special meeting was called to address some problems that have arisen with the Milton Senior's Program.

Meeting was called to order at: 5:05 p.m.

Jim Clark was informed a couple of days ago that the Milton Senior's group no longer wanted to be part of the town recreation department. He was told that the senior's group had elected their own board of directors and no longer wanted to be associated with the Milton Recreation Department.

There was some discussion about how this separation would affect the current senior's program. Jim Clark made the motion to have Milton Parks & Recreation Department remain in control of the Senior's Dinner Program. Jim Culverhouse seconded the motion and opened it up for discussion.

Selectman Culverhouse presented some of the issues that senior's group would face if they were to go out on their own and sever their relationship with Milton Parks & Recreation Department. Liability would be an issue if the seniors were interested in continuing to use a town building for their meetings. Since the senior's group would not to be accountable to the recreation department, they would need to carry their own liability insurance in case of an accident or illness and show a certificate of insurance to the selectman before they would be allowed to use the town building.

Karen Brown also cautioned that running a program separate from the town's recreation department would be a huge personal liability for anyone sitting on the board of directors for the newly formed senior's group. Karen asked for a clearer clarification on why the senior's group was considering this separation. Marilyn Pike explained that she felt that the senior's program was being disrupted and that the senior's would prefer to run their program on their own. Marilyn explained that it was really important to the seniors that they have control over their program and that the seniors really enjoy doing things for themselves. Karen asked Marilyn if instead of being present at the senior's dinner, if the parks and recreation department could leave flyers on up-coming events or flyers of information out on a table for the seniors to grab if they were interested. There was further discussion on this.

Jim Clark explained to the commission that the original start up money for the senior's dinners had come from the town's revolving account. Therefore any money that is being generated through the existing program is still parks and recreation money.

Patti Page explained that she had made some purchases for a past senior's dinner and it took over 2 months for her to be reimbursed by the town.

Town treasurer Pam Arnold explained to the commission that because town money is involved in this program, all the monies going into or coming out of the senior's dinners needs to be deposited in the revolving account. Withholding any of the money would be illegal. She also stated that simply giving an accounting of the money at

the monthly commission meetings would not be acceptable as far as the town was concerned.

Jim Clark called for a vote from the commission in regards to his motion: vote was Jim Clark (yes), Jim Culverhouse (yes), Karen Brown (yes), Marilyn Pike (abstained).

The commission requested that an accounting of the senior's program money be presented to the commission at the meeting on November 10th, 2003.

Jim Culverhouse made a motion that he would like the senior's group representatives to come before the commission on November 10th to notify the commission of what their intentions are on separating from the Milton Parks and Recreation Department.  Jim Clark seconded the motion. All commissioners were in favor.

Meeting called to order: 7:20

Lisa gave the commission an update of the work being done at the beach. The garage door on the building at the beach has been damaged. Picnic tables have been painted and stacked for winter, and Future Builders have began working on the roof. Short Ridge Academy students are cleaning the bleachers and are hopeful that they will be able to stain them if weather permits. Soil testing done on the soil at the beach came back fine.

Lisa contacted KDH for the estimate on the Vinyl siding for the dugouts at the field. Electrical estimates are also being gathered for the upgrades on the electrical service to the bathrooms at the beach.

Milton Fabrication gave Lisa and estimate of $300.00 per door to add a metal mesh guard for security purposes on doors at both Lockhart Field and the beach building. Since this would be quite costly, Lisa is exploring other solutions for upgrading the doors to help stop the vandalism. It was suggested that Lisa talk to Pat Smith for his input.

The commission told Lisa to go ahead and get an estimate on how much it would cost to cover the warning track at the field with sod. Maintenance has become an issue. It has been suggested that it might be much easier and quicker to maintain the field if it were filled in with loam and sod. Lisa will get back to the commission with the estimate. Sprinkler heads will need to be adjusted to make sure that the new sod was maintained appropriately.

Union Marble has delivered the Sean Hughes Memorial headstone to the beach. The headstone however was put under the wrong tree. Betty White will contact the Union Marble Company and have them come back and move the stone to the right spot, under the tree that was planted in Sean's memory.

Lisa received a gift of $50.00 from the Milton Police Department. The intended recipient of the gift was the senior luncheon program. The commission gratefully accepted the gift on behalf of the senior program.

Lisa handed out copies of the proposed 2004 recreation budget. The commission went over the budget. The selectman was presented the proposed budget at their meeting on October 9th. Jim Culverhouse suggested to the commission that they increased the equipment purchase by an additional $2,500.00 to allow for the purchase of a bigger and more efficient lawn mover for the maintenance of the fields and the beach. This would bring the equipment purchase line to a total of $3,300.00 and bring the total proposed budget to a total of 80,960.00.

Lisa is looking into additional grants that are available for recreation departments. This year's summer camp was partially funded by a grant. In order for the teen summer camp to run for next year, a grant would need to be secured. Several issues concerning the recreation camp for next year were discussed. A few teachers have expressed interest in the camp director's position for next year. Lisa is also looking into the guideline for running a summer camp to make sure that we are following all rules and regulations.

The sound system and the bingo cards purchased by the Bicentennial Committee have been delivered and paid for. The commission is very grateful for the committee's generosity.

Jim Culverhouse made a motion to spend up to $500.00 for the purchase of a popcorn popper for fundraising and recreation purposes, Karen Brown seconded the motion, all commissioners were in favor of this purchase. Jim Clark will be checking around for the best price, and will work with Lisa on purchasing this item.

Jim Culverhouse asked Patty Page, the Senior Program Representative if the commission could get a monthly report of the costs, purchases, and donations made to the Senior Lunch Program on a monthly basis. It was asked if Patty could just make a copy of her records, so that the commission has a record to add to their books. The commission is only interested in a general overview of the program funds for their record keeping information.

Lisa informed the commission that Chris Jacobs is working on a proposal for the new boat launch at the beach. Chris will get the accurate dimensions and measurements needed for the project, so that Lisa can get an accurate estimate for the cost of such a ramp.

Ann Clark told the commission that the P.T.S. Group at Nute High School is interested in providing a Harvest Dinner to all the seniors in town. The purposed date for the dinner is November 13th. This dinner will be in addition to the regular November Senior Dinner, not in place of that one, and will be open to all the seniors in Milton and Milton Mills.

Minutes:

Lisa reminded the commissioners that the recreation budget proposal is due in October. The budget proposal will need to be ready to go to the selectman by beginning of October.

The commission feels that the beach pass system needs to be more restrictive at the beach. Beach passes are for immediate family only, not for extended family members. Each pass should have a list of family members that the pass is good for on the back. This will restrict other people from using a pass that they are not eligible to use. Karen would like the "Arts in the Park" children's programs move to Wednesday mornings with no charge for children coming to see the shows.

The proposed recreation budget was gone over.

The beach will be opened after Labor Day, but there will be no staff on duty.

Jim Clark would like a petty cash draw for small purchases such as gas, oil, and such small purchases that are needed on a continuing bases at the beach.

Jim Clark would like to look into purchasing a bigger lawn mower for the ball field. Rick Rogers is looking into getting the sprinklers blown-out and winterized.

Lisa will be looking into upgrading the electrical service in the bathrooms at the beach. Lisa will research what would need to be done to get a pumping system in place to draw water from the lake to service the sprinklers at the ball field.

Rick Rogers discussed what he would like to see for improvements to the fields. Several upgrades are needed at both fields. Lisa will contact Tuckahoe to get an estimate. KCD will be contacted to get an estimate for vinyl siding on the dugouts at Lockhart field.

Lisa informed the commission that the lock has been sawed off at Lockhart field. Doors to the maintenance building was also broken off. Jim Clark would like to have a mesh metal screen built to put over the doors to prevent this from happening again. Lisa will price this out to see if this would be feasible.

Trash is becoming an issue at the ball field after soccer use. This problem will need to be addressed with the coaches. If the soccer teams are going to use the field, then they will have to pick up after themselves.

Lisa and Karen are working on the town/Nute Library Halloween party. Last year's party at the library was well attended. Soup and sandwiches will be served along with some sweets. There will be a nightlong costume contest along with assorted games and activities. Lisa will contact the winners of the contest the next day and prizes can be picked up at the town office or the library.

The September senior's dinner will be on  9/23/03. Pizza will be the main course.

December 6th will be the tentative date for the Town Appreciation Dinner. Lisa is going to send around a survey to get a general feel for what everyone would like for this years dinner.

The recreation basketball program needs to be looked into. Lisa will be contacting people to see who might be interested in getting involved with this program.

Jim Clark would like the commission to look into putting a second story on the existing building at the town beach. This would allow the recreation director to have their office at the beach from April  October. This would also serve as an indoor facility on rainy days during the course of the summer recreation camp. As of now if there is a rainy day the camp needs to be moved to the Emma Ramsey Center.
